The Blue Economy Morocco program is implemented by the Interministerial Commission for the Development of the Blue Economy established by the circular of February 7, 2023.

To reinforce its action, this commission is accompanied by a technical committee dedicated to providing technical and methodological support.

  • Interministerial commission

    Chaired by the Head of Government, this commission plays a crucial role in validating the national strategy for the blue economy, development, planning and coordination between public and private players in the blue sector. Its main missions are to:

    • Develop medium-term multi-sectoral planning and programming between the stakeholders involved in the program,
    • Validate the National Blue Economy Strategy
    • Define and validate measures to integrate the orientations of the National Blue Economy Strategy into public policies,
    • Ensure the strategic steering and monitoring of the implementation of the National Strategy for the Blue Economy.

    This interministerial commission is composed of :

    • Minister of the Interior ;
    • Minister of the Economy and Finance ;
    • Minister of Equipment and Water ;
    • Minister of Town and Country Planning, Urban Development, Housing and Urban Policy;
    • Minister of Agriculture, Maritime Fishing, Rural Development and Water and Forests ;
    • Minister of Industry and Commerce ;
    • Minister of Tourism, Handicrafts and Social Economy ;
    • Minister for Energy Transition and Sustainable Development ;
    • Minister of Transport and Logistics ;
    • Minister attached to the Minister of the Economy and Finance, responsible for the Budget ;
    • Minister Delegate to the Head of Government in charge of Investment, Convergence and Evaluation of Public Policies;
    • Minister Delegate to the Head of Government in charge of Relations with Parliament, Government Spokesman ;
    • The President of the Association of Moroccan Regions – ARM ;
    • The Presidents of the program’s pilot regions (Souss-Massa and Tanger-Tétouan-Al Hoceima);
    • The President of the Moroccan Association of Provincial Council Presidents – AMPCP ;
    • The President of the Moroccan Association of Presidents of Communal Councils – AMPCC ;
    • The President of the General Confederation of Moroccan Firms -CGEM ;
    • The President of the Professional grouping of banks in Morocco;
    • Representatives of professional associations, notably in the fishing, shipping and tourism sectors.

  • Technical Committee

    The Technical Committee provides assistance and technical and methodological support to the Interministerial Commission for the Development of the Blue Economy. Its main missions are to :

    • Prepare the work of the Interministerial Commission for the Development of the Blue Economy;
    • Ensure the operational and technical follow-up of the resolutions and orientations of the Interministerial Commission;
    • Lead the co-design of the draft National Strategy for the Blue Economy with all stakeholders;
    • Ensure that the orientations of the National Blue Economy Strategy are integrated into public policies, strategies and sectoral plans at national, regional and local levels;
    • Carry out, at the request of the Interministerial Commission, studies and information-gathering work on a defined theme.

    The Technical Committee, under the supervision of the Ministry of the Economy and Finance and chaired by the Minister Delegate to the Minister of the Economy and Finance, in charge of the Budget, is made up of :

    • Representatives of member ministries of the Interministerial Commission for the Development of the Blue Economy, with the rank of Secretary General or Central Director;
    • The Walis of Morocco’s regions ;
    • The President of the Association of Moroccan Regions – ARM ;
    • The directors of the following public establishments:
    • Agence Nationale des Eaux et Forêts -ANEF ;
    • Agence Nationale pour le Développement de l’Aquaculture – ANDA ;
    • Institut National de Recherche Halieutique INRH ;
    • Agence nationale des Ports -ANP ;
    • Office National des Pêches – ONP ;
    • Tanger Med Zone ;
    • Société Marocaine d’Ingénierie Touristique – SMIT ;
    • National Office of Electricity and Drinking Water- ONEE (Water branch) ;
    • National Office of Electricity and Drinking Water – ONEE (Electricity Branche) ;
    • Moroccan Agency for Sustainable Energy -MASEN;
    • Office National des Hydrocarbures et des Mines- ONHYM ;
    • Moroccan National Tourist Office – ONMT ;
    • Agence Nationale de la Conservation Foncière, du Cadastre et de la Cartographie – ANCFCC.
    • The representative of the Mohammed VI Foundation for the Protection of the Environment ;

    The representative of the Moroccan Alliance for Climate and Sustainable Development – AMCDD (national reference network of environmental NGOs).
