
Environmental and Social Impact Assessment (ESIA) of the Project (Accelerating the development of the blue economy in the Kingdom of Morocco) in accordance with the World Bank’s Environmental and Social Framework (ESF).

The Environmental and Social Commitment Plan (ESCP) sets out the important measures and actions that the beneficiary must carry out or have carried out, including, where appropriate, deadlines for actions and measures, institutional, staffing, training, monitoring and reporting arrangements, and grievance management. The PEES also defines the environmental and social (E&S) instruments to be adopted and implemented as part of the Project.

This PMPP has been prepared in compliance with Moroccan regulations and with the World Bank’s Environmental and Social Framework applicable to the Project, and more specifically with Environmental and Social Standard No. 10 on “Stakeholder engagement and information”. It is a tool for managing the ongoing dialogue between the project and its stakeholders, and aims to ensure that the project, throughout its lifecycle, maintains collaborative and neighbourly links, both internally and with the communities it affects, as well as the active involvement of the other parties it concerns in one way or another.

The Program Operations Manual (POM) is the reference document for program implementation. It describes the “how-to” of implementing the agreements and decisions reached during the Program development and negotiation phases. It covers the mechanisms and procedures for coordination and implementation, the players and the way they operate, and the decision-making procedures. The MOP also describes program monitoring and evaluation mechanisms, and presents fiduciary, environmental and social requirements/processes.

This guide is based on feedback from the development of an MSP process to support the creation of MPA-Ps in the Agadir pilot site in Morocco, under the leadership of the Department of Marine Fisheries and with technical assistance from the World Bank as part of the MENA Blue program; and on a benchmark study of MSP and MPA references in the Mediterranean and internationally.

The PAD sets out the strategic context of the blue economy program, its development objectives, description and implementation details. It also includes the main risks and their mitigation measures, as well as an assessment of the program from a technical, financial, social and environmental point of view.
