Morocco Launches Its National Blue Economy Strategy
Rabat, June 24, 2025 – Under the chairmanship of Mr. Fouzi LEKJAA, Minister Delegate in charge of the Budget, the Interministerial Commission for the Development of the Blue Economy (CIDEB) held its first meeting on Tuesday at the Ministry of Economy and Finance headquarters.
This high-level meeting, which brought together several government members and heads of concerned institutions, marks the official launch of the process to elaborate the National Blue Economy Strategy (SNEB). The session led to the validation of the work plan that will guide this strategic process aimed at ensuring a coherent, integrated, and cross-sectoral structuring of public policies related to the sea.
This meeting follows the High Royal Guidelines of His Majesty King Mohammed VI, may God assist Him, as expressed in the message addressed on June 9, 2025, to the 3rd United Nations Ocean Conference (UNOC 3) in Nice, and delivered on His behalf by Her Royal Highness Princess Lalla Hasna. In this message, the Sovereign underscored the need for a sustainable and sovereign use of national marine resources in the service of growth, territorial equity, and economic sovereignty.
The ministers in attendance shared their sectoral visions, put forward practical recommendations for the roadmap, and identified key institutional and operational challenges to be addressed to ensure a successful blue transition. Discussions highlighted the importance of coordinated governance, knowledge-based maritime spatial planning, and an investment framework that fosters innovation and sustainability.
The Blue Economy Program aims to shape an innovative and inclusive development model, leveraging Morocco’s vast blue potential in key sectors such as fisheries, port logistics, marine renewable energy, coastal tourism, and marine ecosystem protection. It also aspires to position Morocco as a fully maritime nation through the creation of regional “coastal clusters” that will drive territorial competitiveness and job creation.
In this perspective, the program benefits from enhanced support from technical and financial partners, particularly within the framework of the Blue Economy Support Program implemented with the support of the World Bank.
